Child Prostitution Out of Shadows in Seattle

Some change comes quietly.

But something has changed, those who watch such things will say, in the way Seattle and its environs view the girls and boys selling their bodies from the cities’ sidewalks and hotel rooms.

Those who make it their business point to the concrete — a first-of-its-kind shelter for prostituted youth, a new law that raises the stakes for those selling sex with children, a win against a pimp ring — and pass along the word of mouth that the kids are getting younger, the pimps a little meaner. But the hint, they’ll quietly allow, is that something larger and less tangible is happening.

About that crime of the shadows — child prostitution — the public is starting to care.

Those youths — at least the girls, initially — are the target of a joint Seattle-King County effort scheduled to launch this spring. The first of its kind in the area, the program is designed to help child prostitutes break away from their pimps, and the life, by providing shelter and treatment.
“The perception is that they are just prostitutes, nobody cares,” said Sean O’Donnell, a senior deputy prosecutor attached to the special assault unit. “The perception is, they’re signing up for this. …

“They’re people. They’re girls. They should be worrying about what they’re wearing to their high school dance and not whether they’re going to bring in quota.”

That’s a King County prosecutor — a law-and-order guy whose office walls carry a portrait of Winston Churchill and a clipping of Gary Ridgway, the Green River Killer — arguing that children who are technically criminals are victims. The fun part for O’Donnell and his cohort, at least by his estimation, is that jurors have begun to agree.

A recent study commissioned by the City of Seattle identified 238 children involved in prostitution in the city. The total number, according to the assessment, was likely 300 to 500 kids in the Seattle area.

Some of those girls come from loving homes, said Julie Kays, the special assault unit deputy prosecutor. Others have fled sexual abuse at home or fallen into drug addiction.

School Superintendent Arrested for Theft

Padded his payroll with friends and family

The man who headed the Suburban Cook County Regional Office of Education has been arrested for theft, according to the Southtown Star.

Charles Flowers is accused of misusing public money and padding his office payroll with friends and family members.

State's Attorney Anita Alvarez is expected to announce criminal charges Thursday afternoon, according to the Chicago Tribune.
Flowers turned himself in at around 1 p.m. Thursday.



Flowers’ arrest comes nearly a year after the Southtown Star launched an investigation into his office.

Cook County State’s Attorneys raided his home in and office in July and a Grand Jury was convened around the same time.

Flowers, who has held the position of Regional Superintendent since 2007, was met with a vote of no-confidence from the Cook County Board. The board voted to abolish the regional office and demanded his resignation at the time.

Among the more egregious infractions, Flowers pleaded for an emergency $190,000 loan from the Cook County government because the regional office couldn’t make payroll – a payroll full of his friends and family. The office has yet to repay the loan, and the suit alleges that he degrauded the state because he knew it would never be rep

If that sounds daunting, consider the challenge facing organizers of LA Gang Tours: trying to build a thriving venture that provides a glimpse into gang life while also trying to convince people that gang-plagued communities are not as hopeless as movies depict.

“There’s a fascination with gangs,” said founder Alfred Lomas, a former member of the Florencia 13 gang. “We can either address the issue head-on, create awareness and discuss the positive things that go on inthese communities, or we can try to sweep it under the carpet.”
Several observers have questioned the premise behind the tours, and some city politicians have been more blunt.

“It’s a terrible idea,” City Councilman Dennis Zine said. “Is it worth that thrill for 65 bucks? You can go to a (gang) movie for a lot less and not put yourself at risk.”

A south suburban Hazel Crest man has been charged after he allegedly bit a Chicago Police officer in the chest during a fight outside Gibsons Bar and Steakhouse in the Near North Side Gold Coast neighborhood Sunday night, police said.

The officer was hospitalized with swelling and cuts to his eye along with a "severe bite to the nipple"--which he ultimately lost due to the extent of the injury. Cooper is also accused of grabbing the officer's holster, the Sun-Times reports.

Arrested for Urinating on Steaks at Wal*Mart

According to Lt. Linda Brown of the Canton Police Department, Robert T. Jenkins, 21, of Canton, was arrested at 1:30 a.m. Friday morning and charges with felony vandalism and disorderly conduct.

Police say Jenkins was arrested after they responded to a call from an employee at the Wal-Mart store on Atlantic Blvd. NE, claiming a man walked up to the meat counter and began urinating on the steaks, destroying more than $600 dollars in meat.

According to Lt. Brown, it is not yet known if alcohol or drugs played a role in Brown’s actions.

He is currently being held in the Stark County jail in lieu of $25,000 bond.

Man arrested 74 times in 2 years

Douglas Robinson has been arrested so many times in the last two years – 74 times, to be exact – that social service agencies in the area put him on a list of people they wanted to help the next time he was arrested.

That happened Monday, resulting in a maximum 90-day jail sentence on charges of solicitation and possession of illegal drugs. Man Who Abused Corpses Gets Maximum Sentence

CINCINNATI — A former Hamilton County morgue worker has been given the maximum sentence Tuesday for sexually abusing corpses.
Kenneth Douglas, 56, was sentenced to 36 months in prison on two counts of gross sexual abuse of a corpse.

These charges stem from events that occurred in 1991, which was the year the penalty for abusing a corpse decreased. Because of this, Douglas was given the option of whether he wanted to receive the harsher penalty or the lesser one. Douglas chose the lesser penalty.

The families of the victims were in court and encouraged the judge to hand out the maximum sentence. Source
