As balkanization nears, law enforcement, military, and private security will merge, as "green zones" circle the wagons and the rest of us trade canned beans and ammo. But what I like about the way you think, "Juty Nullification", is that a .22 LR round through an enemie's kneecap uses up a lot more of their collective resources than does a .50 through their brainpan.
