Default Natural Gas Fracking in WV

Fracking is the process where water & chemicals are forced down a well under pressure to fracture the shale, and release trapped natural gas.

This is a very attractive prospect to those in the natural gas business because it eliminates the necessity of building pipelines, becuse the fracking can be done in already existing natural gas fields.

If you have ever heard a natural gas well when it is brought in, and before it is capped, it sounds like a jet engine even a mile or more away. There is unlimited natural gas in WV.

I would encourage Harry to go slow on fracking, because even with tight water quality & water treatment regulations the profits from fracking will be huge.

In strip mining a/k/a mountain top removal the big players are becoming the (Hindoo) Indians & the Chinese.

Ever since the Civil War West Virginia's natural resources have been exploited for the most part by Northern corporations, and now multi-nationals. West Virginia, and West Virginians don't have a lot to show for it.

This would be something interesting that he could focus on for sure. Thanks, Penn Dutch, for bringing it to our attention.

Presumably, huge profits would mean huge land values.

Maybe levy some sort of property tax on mineral land?

That's where this gets tricky. The water quality control, and water treatment has to take place with the fracking, not later after the fracking. So, those systems have to be in place to start. Also, it should be posted what chemicals are being used, along with the water to frack the well.

The state might consider rebating back a % of the tax revenue based on the production of the fracked well---in other words give an incentive to a clean operator.

Some of West Virginia greatest men have been oil & gas men like Mike Benedum, Joe Trees, Walter Halanan and others.

The technology to treat the water associated with fraccing is pretty simple. Many companies are making tons of money treating frac and drilling water around here. The two main pollutants are sulfur and barium, both are easily treated by converting them into barium sulfate, an insoluble, naturally-occurring compound. The cleaned water is often trucked back to the drilling site and reused.

Run off from the wells can be a problem, even storm water run off can cause problems. That why I would suggest a tax on production, with a % of that tax rebated back to the operators who do a good clean job as an incentive to do a good clean job. Naturally, you cause problems, you are getting fined and prohibited from future production.

There's a lot of false information in news stories. One plant where I worked and did lab analysis was strictly recycle. There were these yahoos claiming the plant was discharging untreated brine and drilling water into the local waters. This was a total lie. The plant NEVER discharged even one gallon of any kind of water in its existence. Everything that came in was treated and sent back to the drilling sites to be reused.

As to problems associated with run-off, this is all manageable.

There have been problems in West Virginia:

David Berry, might be a good one for Harry to have a little chat with about the gas business, and the future of West Virginia. I'm thinking Henry Harmon would be another.

Here's the story of a surface owner's court fight (WV law is different than PA law):
    http://www.dailymail.com/Business/201107131220

In PA there is no drilling without the surface owner's permission.

Dumping drilling water on land should not be allowed. I don't know why they should have ever allowed this. All this water needs to be taken to a frac water treatment plant. That would eliminate such problems. The construction and operating of these plants creates many jobs. Pa. has mostly taken care of these kinds of improper dumping problems by passing a few laws.
